Two police officers in East Hartford shot at a driver who crashed into a police cruiser on Sunday and knocked over two people who were holding children, according to new details in a preliminary report from the Connecticut Office of Inspector General. Inspector General Robert Devlin Jr. released the report on Wednesday along with body and dashboard camera footage from the two policemen involved, identified as Officer Brian Altamirano and Officer Daniel Guilfuchi. The incident occurred at Governor’s Auto Body and Repair on Governor St. where a male had displayed a firearm at a tow truck driver. The officers fired at the fleeing driver, who was later found to have stolen the vehicle. The investigation will determine if the officers’ use of deadly force was justified.

On Sunday, two police officers in East Hartford were involved in a dramatic incident that unfolded at Governor’s Auto Body and Repair, located at 200 Governor St. The officers, identified as Officer Brian Altamirano and Officer Daniel Guilfuchi, were responding to a report of a male displaying a firearm at one of the tow truck drivers. The situation escalated quickly as a dispute over missing items from a towed vehicle led to a confrontation.

Details of the Incident

Inspector General Robert Devlin Jr. released a preliminary report on Wednesday, shedding light on the sequence of events that transpired at the auto body shop. According to Devlin, Altamirano was the first officer on the scene and encountered a white Infiniti sedan with a male in the driver’s seat and a male and female standing by the passenger side of the car.

Guilfuchi arrived shortly after Altamirano and positioned his cruiser near the Infiniti. As Altamirano approached the vehicle and inquired about firearms, the driver of the Infiniti attempted to reverse but was blocked by Guilfuchi’s cruiser. The situation quickly escalated as the Infiniti struck Guilfuchi’s cruiser, prompting Altamirano to draw his weapon.

Intense Confrontation

As captured in the body and dashboard camera footage, the male and female near the Infiniti appeared to be holding two children as the sedan reversed, knocking all four individuals to the ground. The vehicle then collided with the auto body shop before hitting Guilfuchi’s cruiser a second time. Police repeatedly shouted for the driver to stop as he attempted to flee the scene.

In a tense moment, Guilfuchi fired approximately six shots at the fleeing Infiniti, while Altamirano also discharged his weapon. The driver managed to escape westbound on Interstate 84, leaving the stolen vehicle abandoned on Tredeau Street in Hartford. Authorities later confirmed that the Infiniti had been reported stolen.

Ongoing Investigation

Following the incident, both officers were taken to a nearby hospital for evaluation. The Connecticut Office of Inspector General, in collaboration with the Connecticut State Police Central District Major Crime Squad, East Hartford Police, and the Hartford Judicial District State’s Attorney’s Office, is conducting an investigation to determine the justification for the officers’ use of deadly force.
