Former Bothell City Council Member Arrested for Investigation of Strangling Woman in South Seattle

In a shocking turn of events, former Bothell City Council member James McNeal, 58, was arrested on Tuesday for investigation of strangling a 20-year-old woman in south Seattle. The incident took place in the 4600 block of South Orchard Street, where police responded to a 911 call reporting a likely homicide outside McNeal’s attorney’s home.

Details of the Incident

Upon arriving at the scene, police found McNeal with both fresh and dry blood on his clothes. In an upstairs bedroom, they discovered the deceased woman, with marks on her neck, jaw, and forehead, lying on the bed fully nude. The King County Medical Examiner’s Office will determine the cause and manner of death, but investigators suspect death from asphyxia, estimating that she had been dead for approximately 24 hours.

The victim’s identity has not been publicly disclosed as of Thursday, and McNeal has been taken into custody and transported to Harborview Medical Center in Seattle.

Evidence Found at the Scene

During the investigation, officers found blood stains on the bedroom carpet, pillowcase, and headboard. Handwritten lists were scattered around the home, with one dated Monday instructing not to interact with James that day. McNeal, who served on the Bothell City Council for eight years before losing in the last election, remains in King County Jail as charges are pending.
