Stephen Perkins : Impact of Deadly Police Shooting on North Alabama City: A Groundbreaking Case

Almost seven months have passed since a police officer fatally shot a Black man in his front yard during the dark hours of the night, leaving the city of Decatur, located in north Alabama, in a state of turmoil and unrest.

The officer responsible for the death of Stephen Perkins in September is now facing a murder charge, while a federal lawsuit hangs over the city of Decatur and the towing company involved in the repossession of Perkins’ truck on the fateful night.

Police Chief Todd Pinion recently announced that officers are prohibited from assisting in vehicle repossessions following an internal review conducted in January.

Despite attempts to quell protests near his residence, the mayor faces continued demands for reform from residents who believe that the changes implemented so far are not sufficient. The Tragic Incident

In the early hours of September 29, a tow truck driver reported to the police that Perkins had allegedly threatened him with a gun while he was attempting to repossess Perkins’ truck.

Subsequently, security camera footage captured the tow truck’s return to Perkins’ residence with police officers an hour later. However, no recordings showed the police activating their emergency lights, knocking on Perkins’ door, or announcing their presence. As Perkins confronted the tow truck driver with a bright light, he was met with fatal gunfire from Officer Bailey Marquette, leading to a tragic outcome.

Decatur lawyer Carl Cole argued that police involvement in the repossession process was unwarranted and against Alabama state law.

As the investigation unfolds, questions arise about the actions of law enforcement that night, with the community seeking answers and justice for Perkins’ untimely death.

Proposed Ordinance

In response to the tragic events surrounding Perkins’ death, the Decatur City Council is set to vote on an ordinance that aims to prevent similar incidents from occurring in the future. The proposed ordinance includes:

• Restricting repossession attempts to once within a 24-hour period, unless directed by a court order.
• Mandating a 30-minute police notification before a repossession attempt.
• Clarifying that repossession must cease if there is a risk of harm, in accordance with state law.

Violations of the ordinance may result in business license suspension, fines up to $500, and potential imprisonment for up to six months.

City Attorney Herman H. Marks, Jr emphasized that the ordinance aligns with existing state laws and serves to reinforce safety measures in vehicle repossession procedures.

Calls for Accountability

Following the internal review, Chief Pinion issued directives prohibiting officer involvement in repossession activities and emphasizing the importance of maintaining peace and de-escalating potential conflicts.

However, despite these measures, protests continue in Decatur as the community demands further reforms. Concerns about police conduct, accountability, and transparency persist, with some residents calling for Chief Pinion’s removal.
