The man, later identified as Yang, was pronounced dead at the scene.

During the investigation, police acquired information suggesting that Yang and Moua belonged to a group in town for a wedding. The group had been staying at the Double Tree by Hilton on nearby Burns Avenue.

After visiting the Dog House Bar & Grill in Maplewood, Yang and Moua engaged in a fight while traveling in a vehicle. The driver eventually pulled over on Scenic Place, and all the men stepped out of the car. The altercation between Yang and Moua continued.

Although the other men attempted to intervene, Moua allegedly brandished a gun and attempted to strike Yang in the face. A struggle ensued, resulting in shots being fired, one of which fatally struck Yang. According to the complaint, Moua then pointed the weapon at the remaining men and forced them back into the vehicle, threatening to harm them if they reported his involvement in Yang’s shooting.

Shortly after returning to the hotel, the men dispersed.

Moua has been charged with one count of second-degree murder with intent but not premeditated, as well as one count of second-degree murder not premeditated while committing a felony. If convicted, he could face up to 40 years in prison for each count.

Authorities have revealed that Moua has prior convictions for armed robbery, second-degree assault with a firearm, and aiding an offender after the fact.

An arrest warrant has been issued for Moua.
