MANILA, Philippines — In a shocking incident, a 42-year-old man was arrested on Friday morning for allegedly making a bomb joke inside Quiapo Church, a historic and iconic church in Manila.

The suspect, identified as Dennis Garcia Espejo, reportedly made the joke at around 5:30 a.m. The incident was witnessed by Michael Tamayo Culibang, a 38-year-old man.

According to the Philippine National Police (PNP), Espejo was arrested inflagrante for making false information and willfully violating PD (Presidential Decree) 1727. Formal complaints will be filed against him.

PD 1727 declares the malicious dissemination of false information regarding bombs, explosives, or any similar destruction as unlawful. Violators may face a prison sentence of up to five years and a fine of up to P40,000, as determined by the court.

The arrest took place just days before the annual Traslacion for the Feast of the Black Nazarene, which culminates in the Quiapo Church. This religious procession attracts thousands of devotees every year.

The Quiapo Church has issued an advisory outlining the do’s and don’ts for this year’s Traslacion. The guidelines include:

  • Avoid climbing onto the Black Nazarene’s “andas”
  • Refrain from pushing to prevent injuries
  • Avoid carrying numerous items or large bags; use transparent bags for easier inspection
  • Individuals with illnesses and children should stay on the side of the road for safety
  • Ensure sufficient food intake for strength during the procession
  • Using a handkerchief to wipe the Black Nazarene is allowed
  • Carrying the crossbeam and pulling the rope is permitted, but caution must be exercised
  • Maintain the use of face masks and practice social distancing during the Holy Mass
  • Wearing hats, umbrellas, and hoodies is strictly prohibited
  • Setting up camping tents is not allowed, especially for those staying overnight
  • It is discouraged to bring tumblers; transparent water bottles are recommended
