The Flagler County Sheriff’s Office in Florida has identified the victim of a cold case murder that occurred 26 years ago. Robert Bruce McPhail, 58, was found bound, shot, and stabbed before being dumped in the Intracoastal Waterway. Through the efforts of the Cold Case Unit and genetic genealogy team, McPhail’s remains were identified. McPhail’s body was discovered in the Intracoastal Waterway in Flagler Beach in 1997, and it was determined that he had been bound, shot, and stabbed before being dumped into the water. Despite efforts to identify him, his remains remained nameless until recently. In 2020, the Flagler County Sheriff established a Cold Case Unit, which submitted McPhail’s bones to Othram, a forensic genetic genealogy corporation, in 2021. Through the collaborative efforts of Othram’s genetic genealogy team and Cold Case Detective Sarah Scalia, McPhail was finally identified. The Sheriff’s Office is now focusing on investigating his murder and bringing justice to him and his family. The announcement of the identification coincided with the hosting of the 2023 Florida Sheriffs Association Cold Case Advisory Commission training day and commission meeting. This development showcases the effectiveness of collaborative efforts in solving previously unsolved cases. McPhail, originally from Canada, was 58 years old at the time of his death and had a passion for boats.
