Arrest Made in Dumfries Robbery: Julianne Luciano-Rosario and Marvin Gnansounou Identified as Suspects

Two suspects, Julianne Luciano-Rosario and Marvin Gnansounou, have been arrested in connection with an armed robbery in Dumfries. The suspects allegedly forced the victim to drive them to a bank and withdraw money before returning to the scene. In another incident, a suspect named Louis Kenneth Myers has been charged in connection with a shooting at a Dunkin Donuts in Woodbridge. The investigation is ongoing to identify the second suspect involved. Additionally, there have been reports of a robbery, brandishing of a firearm, residential burglary, and assault in different locations in Prince William County. Potomac Local News reported

Statement from the Prince William Police Department: “Following a thorough investigation into an armed robbery that took place on July 30 in the Chesapeake Drive area of Dumfries, our detectives have successfully apprehended the suspects involved. We received valuable information which helped us identify the individuals responsible and subsequently obtained warrants for their arrest. On August 10, both suspects, Julianne Esmeralda Luciano-Rosario and Marvin Gnansounou, were taken into custody. Julianne Esmeralda Luciano-Rosario, aged 18, residing at 17087 Gibson Mill Road in Dumfries, has been charged with robbery, abduction, carjacking, use of a firearm in the commission of a felony, and credit card larceny. Marvin Gnansounou, aged 27, residing at 404 Pilot Knob Loop in Stafford, has also been charged with the same offenses. The court date for Julianne Esmeralda Luciano-Rosario is scheduled for October 10, 2023, and Marvin Gnansounou’s court date is yet to be determined. Bond information is currently unavailable.”

In a previous statement, we reported an incident of malicious wounding and commercial burglary that occurred on October 28, 2022, at the Dunkin Donuts located on Old Bridge Road in Woodbridge. We are pleased to announce that on August 9, 2023, our detectives charged a suspect in connection with this case. The suspect, Louis Kenneth Myers, has been served with warrants for aggravated malicious wounding, robbery, and use of a firearm in the commission of a felony. At present, Louis Kenneth Myers is incarcerated on unrelated charges in a correctional institute in Delaware. Our investigation is ongoing as we work to identify the second suspect involved in the incident.

Furthermore, on August 13, our officers responded to a robbery in the Fort Craig Drive area of Woodbridge. Two teenage victims, aged 15 and 16, were accosted by three men who forcibly took their belongings. One victim was thrown to the ground while the other had his iPhone stolen after being pushed off his bike. Fortunately, a good Samaritan intervened, causing the suspects to flee in a light-colored Nissan. Thankfully, no injuries were reported, but the victims reported missing items such as shoes, an iPhone, a vape, and a ski-style mask.

In another incident on August 12, officers were called to Neabsco Commons Place in Woodbridge to investigate a brandishing of a firearm. A 20-year-old man and his acquaintance witnessed a physical altercation inside a vehicle involving a man and a woman. When the victim attempted to intervene, the male party brandished a firearm, threatening the victim. The victim and his acquaintance wisely walked away and promptly contacted the police. The suspects left the scene before our arrival, and no injuries were sustained. The suspect is described as a tall black male with a thin build, dressed in a green shirt and blue jeans.

Similarly, on the same day, officers responded to a brandishing incident in Gainesville, specifically in the area of Lee Hwy. and Stonewall Shops Square. The victim, a 47-year-old man, had been involved in a road rage incident earlier in the day. During the encounter, the other driver brandished a firearm towards the victim and his 14-year-old male passenger. Fortunately, no shots were fired, and both parties went their separate ways.

Moreover, on August 11, officers were dispatched to investigate a residential burglary in Manassas. It was discovered that between August 8 and August 11, an unknown individual gained entry to the residence through a damaged bathroom window. The perpetrator made off with jewelry, shoes, and an undisclosed amount of money.

Lastly, on August 10, an assault occurred at Youth for Tomorrow in Bristow. A 15-year-old female resident engaged in a physical altercation with other juvenile residents inside a classroom. During the altercation, the accused wrapped her arm around the victim’s neck. Staff members intervened and contacted the police. The victim suffered minor injuries. As a result, a 17-year-old female juvenile was arrested for strangulation, and another juvenile involved in the altercation was also arrested for assault and battery.
