The deputies approached the suspect, later identified as Raymond Troy, 44, and conducted a search, during which they found a silver Rosary in Troy’s pocket that belonged to the vehicle’s owner.

After a brief conversation with Troy, the deputies requested medical evaluation from Hernando County Fire Rescue as Troy displayed signs of an altered mental state, possibly due to illicit drug use.

Troy stated that he was thirsty and merely looking for water, without providing an explanation for why he had entered the victim’s vehicle or taken the Rosary.

Paramedics assessed Troy but he declined treatment.

Raymond Troy, 44, who listed his address as “transient in Spring Hill,” was arrested at 3:28 a.m. and transported to the Hernando County Detention Center at 3:37 a.m.

He was charged with Burglary of Conveyance.

The deputies discovered that Troy had recently been released on bail from the Pasco County Detention Center for charges of resisting arrest without violence and theft.

Based on this information, the deputies requested that Troy be held without bond until his initial court appearance.

At 4:04 a.m., Troy was booked into the Hernando County Detention Center, placed in a holding cell at 4:14 a.m., and provided with water.

Troy then lay down on the cell floor, prompting immediate checks by staff members.

The deputies reported that Troy ceased moving, leading staff members to enter the holding cell and discover him in the midst of an undisclosed medical emergency.

Staff members swiftly initiated life-saving measures, including administering Narcan, performing CPR, and using an AED, while also contacting the fire rescue department.

Hernando County Fire Rescue arrived on the scene, assumed control of Troy’s treatment, and transported him by ambulance to Bravera Health Brooksville.

At 5:17 a.m., a physician in the Emergency Department pronounced Troy deceased.

Following protocol, Major Case detectives, Forensics technicians, and Professional Standards staff arrived at the scene to collect physical evidence and conduct investigations.

Preliminary investigations suggest that Troy experienced a medical emergency possibly linked to the illicit use of narcotics. An autopsy will be performed to ascertain the exact cause of death.
