During his 12-year tenure as a councillor, Dr Shah achieved an extraordinary feat by becoming the youngest individual to hold the top three posts at the AMC: deputy mayor in 1988 and 1989, standing committee chairman in 1990, and mayor in 1991 and 1992.

In 2012 and 2014, he was appointed as the pro-vice-chancellor of Gujarat University, a testament to his exceptional leadership qualities. Additionally, he held the esteemed position of chancellor at the Indira Gandhi National Tribal University in Amarkantak.
