A resident of Pineville, Phillip Barry Felter, has been indicted by a grand jury in Rapides Parish, Louisiana. The charges against Felter include second-degree murder, unlawful disposal of human remains, and obstruction of justice. This indictment was issued by the Rapides Parish District Attorney’s Office.

The allegations against Felter are linked to a disturbing incident that took place on March 30, 2024. Authorities discovered a burned body in an abandoned home on Williams Lake Road in Kolin. The Rapides Parish Sheriff’s Office responded to a call about a structure fire in the area and found the deceased individual. The victim was later identified as Buster Evans, a 68-year-old resident of Pineville.

Following an extensive investigation conducted by the Louisiana State Fire Marshal’s Office and a subsequent autopsy, the death of Buster Evans was determined to be a homicide. This tragic event has shocked the local community and raised serious concerns about public safety in the area.
