MANILA, Philippines — The Bureau of Immigration (BI) confirmed on Tuesday that they intercepted a Chinese woman who was part of the Immigration Lookout Bulletin Order (ILBO) issued against suspended Bamban, Tarlac Mayor Alice Guo.

The woman, identified as 30-year-old Zhang Ji, was apprehended while attempting to board a flight to Jinjiang, China, at the Davao International Airport (DIA) on June 23.

Immigration Commissioner Norman Tansingco disclosed that Zhang encountered visa issues as she declared herself unemployed but still presented a 9(g) commercial employment visa.

Zhang was reportedly serving as a manager at a Philippine Offshore Gaming Operator (POGO) facility in Porac, Pampanga.

Tansingco emphasized that foreign nationals who have ceased employment with their petitioning company must surrender their ACR I-Cards and downgrade their visas.

The Chinese national was transferred to a BI facility for further investigation.

In addition to Guo and Zhang, the ILBO also includes former Technology Resource Center (TRC) executive Dennis Cunanan and over ten others.

The ILBO, issued by the Department of Justice (DOJ), stemmed from a complaint alleging violations of the Anti-Trafficking in Persons Act.

It is important to note that an ILBO differs from a court-issued Hold Departure Order (HDO) as it only directs the Bureau of Immigration to be on the lookout for the subject and verify the status of any case against them, without restricting the individual from leaving the country.

Individuals subject to an ILBO must secure an Allow Departure Order (ADO) from the DOJ chief to be permitted to travel.
