Authorities have filed charges against two suspects in connection with the tragic death of a young girl in Houston. Johan Jose Martinez-Rangel, 22, and Franklin Pena, 26, have been charged with capital murder in the 232nd State District Court. The victim has been identified as 12-year-old Jocelyn Nungaray.
Discovery of the Victim
The Houston Police Department’s Homicide Division launched an investigation after officers responded to a person down call at 400 West Rankin Road. The officers discovered the body of a female in a shallow creek. Tragically, the young girl was pronounced dead at the scene, prompting suspicions of foul play.
Cause of Death
Following an examination by the Harris County Institute of Forensic Sciences, it was determined that Ms. Nungaray had been strangled. The preliminary investigation and evidence collected at the scene led authorities to identify two male individuals of interest. Surveillance footage of these individuals was released to the public to aid in the investigation.
Arrest of Suspects
Thanks to information provided by witnesses, Martinez-Rangel and Pena were identified as the suspects in this tragic case. Law enforcement officers from the HPD Northbelt Patrol Division Crime Suppression Team, SWAT team, and Gang and Homicide Divisions located and apprehended the suspects at an apartment complex on Northborough Drive. Both men were taken into custody without incident.
Legal Proceedings
The Harris County District Attorney’s Office has been involved in the case, and formal charges have been brought against Martinez-Rangel and Pena for their alleged roles in the death of Jocelyn Nungaray.
