HOUSTON, Texas — Two suspects have been charged with capital murder in the tragic death of a 12-year-old girl, Jocelyn Nungaray, whose body was found at 400 West Rankin Road on Monday. The suspects, Johan Jose Martinez-Rangel, 22, and Franklin Pena, 26, are set to appear in the 232nd State District Court to face these charges.

Investigation Details

The Houston Police Department’s Homicide Division revealed that patrol officers responded to a distressing call reporting a person down. Upon arrival, they discovered the lifeless body of a young female in a shallow creek. Sadly, she was pronounced dead at the scene, leading investigators to suspect foul play.

Following an examination by the Harris County Institute of Forensic Sciences, it was determined that Ms. Nungaray had been strangled. Subsequent investigations and evidence collected at the scene pointed towards two male persons of interest. Surveillance footage of these individuals was released to the public on Tuesday.

Arrest of Suspects

Thanks to ongoing investigations and tips from witnesses, Martinez-Rangel and Pena were identified as the prime suspects in this heinous crime. On Thursday, officers from the HPD Northbelt Patrol Division Crime Suppression Team, SWAT team, and the Gang and Homicide Divisions apprehended the suspects at an apartment complex in the 13300 block of Northborough Drive. Both men were taken into custody without any resistance.

Legal Actions Taken

The Harris County District Attorney’s Office was promptly notified of the situation, leading to the formal charging of Martinez-Rangel and Pena for their alleged roles in the death of Jocelyn Nungaray.
