Authorities in San Rafael have arrested a woman and her two adult children in connection with two separate stolen vehicle cases that involved police chases. The incidents unfolded on Wednesday, leading to the apprehension of the suspects.

First Stolen Vehicle Case

The San Rafael police received an alert from an automated license plate reader (ALPR) camera network just before 2:30 p.m. on Wednesday. The alert indicated a stolen vehicle in the area of Second Street and Irwin Street. Officers responded and briefly spotted the vehicle in downtown San Rafael before it disappeared from view.

Minutes later, another ALPR camera captured the stolen vehicle on Manuel T. Freitas Parkway. Officers located the vehicle with two individuals inside, identified as Letta Neka Glover, 53, and her daughter Diehima Sharie Collins, 34, both San Rafael residents.

Collins, who was driving the stolen vehicle, attempted to evade the police when they tried to pull her over. Despite colliding with another vehicle while trying to escape a spike strip, Collins continued to drive away, leading officers on a chase onto southbound U.S. Highway 101. The pursuit ended on the southbound Hetherton Avenue on-ramp, where the vehicle pulled over.

Glover and Collins were arrested and booked into the Marin County Jail. Collins faces charges of felony possession of a stolen vehicle, felony evasion, hit-and-run, conspiracy to commit a criminal offense, and driving without a license. Glover, on the other hand, is charged with felony possession of a stolen vehicle, felony evasion, and conspiracy to commit a criminal offense.

Second Stolen Vehicle Case

On Thursday at around 6:20 a.m., a vehicle was reported stolen from the 4200 block of Redwood Highway in San Rafael’s Terra Linda area. An hour later, the victim reported seeing the stolen vehicle being driven by Glover’s son, Deandre Ronell Lowery, 38, also a San Rafael resident.

Lowery attempted to evade the police by driving to the rear of an office complex parking lot, abandoning the vehicle, and fleeing towards a nearby creek. Law enforcement officers set up a perimeter and sought assistance from the Marin County Sheriff’s Office. Lowery was eventually apprehended after getting stuck in waist-deep mud in the creek area.

Inside the stolen vehicle, officers discovered stolen property linked to at least four other auto burglaries. Lowery is also suspected in three other attempted stolen vehicle cases. He was booked into the Marin County Jail on charges of felony possession of a stolen vehicle, possession of stolen property, obstructing a peace officer, and possession of a controlled substance/narcotic.
