The Independent Commission of Investigations (INDECOM) has launched an investigation into the shooting death of a 14-year-old boy and the injury of his brother by the police in Williamsfield, Manchester on Sunday. The deceased teen has been identified as Mikhail Simpson.

INDECOM Investigation Details

INDECOM has revealed that a team led by its Director of Complaints for the Central Region, Dave Lewin, conducted a scene revisit and community engagement following the shooting incident. The oversight body has acknowledged the high emotions surrounding the incident and aims to provide guidance on the investigative process to address any concerns that residents may have.

According to INDECOM, the police reported that officers on duty attempted to stop a vehicle that disobeyed orders. One officer allegedly fired multiple rounds at the fleeing vehicle, resulting in the driver sustaining injuries to his face and the passenger succumbing to his injuries. No firearm was recovered from the scene, and it was noted that no body-worn cameras were used during the incident.

Forensic Examination and Evidence Collection

INDECOM investigators have examined, processed, and packaged evidential material recovered from the scene of the shooting. Gunshot residue swabs have been taken for DNA testing, and the body of the deceased has been photographed and sealed pending a post-mortem examination.

Year to date, a total of 66 individuals have been shot and killed by the security forces, with 11 fatalities occurring in June alone, according to INDECOM.
