According to the ASIRT report, the sequence of events leading to Tuel’s death began with reports of a man exhibiting erratic behaviour, including wielding a stick, prompting concerned citizens to contact the authorities around 3:30 p.m.

Upon arrival, four officers engaged with the individual, identified as the affected person (AP), who was seen brandishing both a stick and a knife. Despite attempts to communicate with him, the man continued to act in a confused and unpredictable manner.

As the situation escalated, additional police units arrived at the scene, with officers imploring Tuel to drop his weapons and cooperate. However, the man persisted in his belligerent behaviour, at one point daring the officers to shoot him.

Subsequent attempts to reason with Tuel were met with resistance, leading to the deployment of less-lethal force in an effort to subdue him. Despite these measures, the man remained defiant and aggressive, ultimately posing a threat to both the officers and bystanders.

ASIRT Investigation and Conclusion

Following the fatal shooting, ASIRT conducted a thorough investigation, meticulously examining the circumstances surrounding Tuel’s death. The autopsy revealed multiple gunshot wounds as the cause of his demise, with toxicology tests showing no illicit substances in his system.

Witness statements, including that of Tuel’s friend, painted a picture of a troubled individual who posed a danger to himself and others. ASIRT’s ruling affirmed the officers’ use of force as justified, given the imminent risk Tuel posed to public safety.
