CRANE, Texas (KMID/KPEJ) – Recent reports have confirmed that a convicted sex offender, Jimmy Joe Martinez, was allowed to attend an on-campus event at Crane Elementary School. This controversial decision was made under a policy approved by the school district and superintendent.

Martinez, who is married to the elementary school’s principal, Tracie Payan, was convicted of sexual assault against a 14-year-old girl in 2005 in Rankin/Upton County. According to the Texas sex offender database, he served 7 years of probation and community supervision for this crime. He is now registered as a lifetime convicted sex offender and classified as a Level 2 (moderate) offender, indicating a moderate danger level.

ABC Big 2 News received a complaint from a concerned parent within the school district, alleging that Martinez had been on campus multiple times. The parent expressed their concerns about the safety of the students with Martinez’s presence on school grounds.

Crane ISD Superintendent Dave Lewis responded to the issue, stating that the district handles sex offenders on a case-by-case basis. Any visit by a sex offender must be approved by Lewis personally. Martinez was allowed on school grounds with an escort for a recent event, as confirmed by Lewis.

According to Lewis, “Parents who attend events on District campuses that are not otherwise open to the public are required to register through the District’s Raptor program before entering the campus. If a parent is a registered sex offender, the administration follows procedures to ensure the safety of students, employees, and other patrons.”

Despite the controversy, elementary school principal Tracie Payan did not respond to requests for comments. However, photos and videos of Payan with Martinez, as well as images of Martinez with their children, were removed from Payan’s personal Facebook page shortly after being contacted by the news station.

The school district’s policy on handling sex offenders has raised concerns among parents. The Crane ISD Employee Handbook states that each campus administration has its protocol for dealing with visitors identified as sex offenders.

Additionally, the handbook mentions that there are distance requirements and procedures for registered sex offenders to apply for exemptions when visiting school premises.
