On Tuesday, twenty individuals were indicted in Preston County, West Virginia, with charges ranging from child abuse to arson and armed carjacking. Among those indicted was Cassandra Sisler, a 43-year-old middle school teacher from Terra Alta, who faces four counts of child abuse against a student at Central Preston Middle School.

The allegations against Sisler came to light in October 2023 when a student reported four incidents of child abuse involving duct tape that occurred during class. The student claimed that Sisler had put duct tape over his mouth from ear to ear and had also wrapped his hands and head with duct tape on multiple occasions. Sisler was indicted on the same four child abuse charges.

Second-Degree Arson Charge for Rachel Giffen

Another individual indicted was Rachel Giffen, a 23-year-old from Terra Alta, who faces a second-degree arson charge. Giffen was accused of setting a fire inside a garage at the End Zone Convenience Store in Terra Alta in January 2024. The investigation revealed that Giffen, who was employed at the store, admitted to intentionally setting the fire, according to the State Fire Marshals Office. Giffen was indicted on the arson charge.

Armed Carjacking Involving Chandler Martin and Troy Merry

Two individuals, Chandler Martin, 21, from New Martinsville, and Troy Merry, 54, from Frederick, Maryland, were indicted for their involvement in an alleged armed carjacking that took place in May 2023. The criminal complaints stated that Martin and Merry were riding in the back of a woman’s vehicle when they threatened her with a gun and demanded she move to the back seat. The woman managed to escape from the car before Martin and Merry drove off.

West Virginia State Troopers later found the crashed vehicle on old Rt. 73 near Morgantown, where Martin was apprehended. Martin informed the troopers that Merry had fled on foot with the gun. Merry was arrested the following week. Martin was initially charged with felony receiving or transferring a stolen vehicle, while Merry was charged with first-degree armed robbery. Both individuals were indicted on the same charges.
