The Minnesota Bureau of Criminal Apprehension has released new information regarding the tragic shooting incident that took place in the Whittier neighborhood of south Minneapolis, resulting in the death of a Minneapolis police officer and two other individuals.

According to the BCA, the initial call to the Minneapolis police came in at 5:15 p.m. on Thursday, reporting a shooting at an apartment located at 2221 Blaisdell Ave S.

Officer Jamal Mitchell, 36, was the first to arrive at the scene and encountered two injured individuals, later identified as Mustafa Ahmed Mohamed, 35, of St. Paul, and a bystander. Upon approaching Mohamed, Mitchell was shot at close range, leading to his incapacitation.

Additional officers, Nick Kapinos and Luke Kittock, arrived at the scene and engaged with Mohamed, who continued to shoot at Mitchell and other officers. In response, Kapinos and Kittock fired their weapons, ultimately resulting in Mohamed’s death.

Tragically, Mitchell succumbed to his injuries at the Hennepin County Medical Center. Kittock and a Minneapolis firefighter were also injured during the incident but have since been treated and released from the hospital. The bystander who was shot before the arrival of the police remains in critical but stable condition.

A firearm with an extended magazine and multiple casings were recovered at the scene, and investigators are currently reviewing all available video footage, including body camera and squad car recordings.

In a separate investigation, the BCA is looking into a shooting that occurred within the apartment building, resulting in the death of Osman Said Jimale, 32.

Both Kittock and Kapinos have significant law enforcement experience, with Kittock boasting nine years and Kapinos ten years in the field. Kapinos was previously involved in a standoff incident that led to the death of Tekle Sundberg in July 2022, where he did not fire his weapon, and no charges were filed against the officers involved following a legal review.

The BCA will present its findings to the Hennepin County Attorney’s Office for further review and consideration of potential charges.
