May 29—A 71-year-old man with a history of criminal convictions, including second-degree rape and assault, was apprehended by the Spokane Police Department on Tuesday for allegedly attempting to lure a child into his van.
The incident took place at approximately 4:30 p.m. in a store parking lot located in the 1500 block of West Wellesley Avenue. A young girl reported that a man, later identified as Frank D’Orr, approached her in a red van and asked if she wanted to pet his bird, which was perched on his finger inside the vehicle.
Feeling frightened by the situation, the girl declined the offer and began to walk away. However, D’Orr proceeded to drive towards her and blocked her path. Thankfully, the girl managed to escape unharmed.
Following the report, law enforcement officers conducted a thorough investigation, including obtaining security footage from the store which captured the van in question. Through vehicle registration records, D’Orr was identified as the owner of the van and was subsequently arrested at his residence on suspicion of child luring.
D’Orr was taken into custody and later appeared in Spokane County Superior Court where his bond was set at $25,000. In addition to his previous convictions for second-degree rape and assault, D’Orr now faces new charges related to the attempted child luring incident.
This arrest serves as a reminder of the importance of remaining vigilant and proactive in protecting vulnerable individuals, particularly children, from potential threats in the community.
