JACKSONVILLE, Fla. – A road rage incident in the early hours of Tuesday morning escalated into a police chase across Jacksonville that culminated in an officer shooting the driver, according to the Jacksonville Sheriff’s Office.

The driver involved in the incident, identified as 45-year-old Charles Guernsey, sustained non-life-threatening injuries and was transported to a local hospital for treatment.

Reports from JSO indicate that around 1 a.m., a motorist flagged down law enforcement officers near I-95 and MLK Parkway after being involved in a road rage altercation with the driver of a pick-up truck. The motorist alleged that Guernsey, the driver of the truck, brandished a firearm and threatened him with it.

The victim promptly contacted 911 to report the incident, providing the license plate of the vehicle involved. Subsequently, the victim flagged down nearby officers and recounted the confrontation, prompting an immediate response from JSO Chief Alan Parker.

Upon spotting the officers, Guernsey attempted to flee, initiating a pursuit that spanned approximately 25 to 30 miles across the city, traversing from the Eastside to the Westside.

Florida Highway Patrol joined the pursuit on the interstate, executing two PIT maneuvers in an effort to immobilize the truck. However, due to the vehicle’s size, neither attempt proved successful, according to Parker.

As the chase reached I-295 and Commonwealth Avenue, JSO strategically deployed stop sticks to deflate the truck’s tires. Guernsey persisted, driving on the rims of his punctured tires until a JSO officer successfully executed a PIT maneuver on West Beaver Street, halting the pursuit.

Upon being cornered, Guernsey attempted to abscond on foot, prompting Officer Stephen Hicks to discharge multiple rounds, wounding Guernsey at least once. Although no weapon was recovered from Guernsey’s person, investigators sought a warrant to search his truck.

Officer Hicks, a three-year veteran of JSO, was involved in his second officer-related shooting, marking the department’s second such incident of the year. Guernsey’s background reveals an extensive criminal record in Baker and Alachua counties.

Department of Corrections records for Guernsey indicate prior convictions for drug possession and aggravated battery against a pregnant victim, underscoring the severity of his criminal history.
