Officer Dewey Madison, Officer Sebastian Precup, Officer Jake Ramsey, and Sgt. Justin Thurman were named as the officers who remain on administrative leave following the incident.
These officers, all members of the Special Emergency Reaction Team deployed by the Police Bureau for high-risk arrests and search warrants, have faced previous involvement in fatal shootings. Thurman, a 16-year veteran of the Portland Police Bureau, was one of the officers who fatally shot a man accused of killing a security guard at Legacy Good Samaritan Medical Center in July 2023. Ramsey, with seven years of service, was also involved in a fatal shooting in August 2021 during an exchange of gunfire in North Portland.
The recent incident took place on May 6 when Portland police were investigating an alleged robbery and served a search warrant at a house on Southeast 124th Avenue. Around 6:30 p.m., a man at the residence fired at the officers, prompting them to return fire and ultimately resulting in the death of 45-year-old Richard Perez. A gun was found next to Perez’s body, according to Police Bureau spokesperson Mike Benner.
In a press release following the shooting, police stated, “[T]here was an encounter between an adult male and officers. The encounter resulted in an officer-involved shooting. The adult male is deceased. No officers were injured.”
The identification of the officers involved in the shooting has sparked discussions about police use of force and the procedures followed during such high-risk operations. The Portland community is closely monitoring the developments in this case and awaiting further updates from the authorities.
