Residents and law enforcement officials in Person County are in the spotlight as a video of a man being stun-gunned twice by Person County deputies goes viral on social media.

The incident took place at the Brookwood Apartments in Roxboro, where deputies responded to reports of a man, identified as 30-year-old Corey Outlaw, smashing windows.

The video shows Outlaw in a dispute with deputies while another man, known only as “Bill” in legal documents, is also present. Outlaw wraps his arms around the other man, and a deputy stuns him in the back. Outlaw falls, deputies attempt to handcuff him, and he is stunned again before being carried away.

Person County Sheriff Jason Wilborn has defended the arrest and the tactics used by his deputies, stating that they followed protocol and used de-escalation tactics. The incident report obtained by ABC11 shows that Outlaw was charged with resisting arrest and carrying a concealed weapon (brass knuckles).

Wilborn explained that the deputies had to use stun guns twice because Outlaw was not complying with their demands, even after falling. He believes that the deputies showed restraint in handling the situation.

However, some residents, including Outlaw’s close friend John, disagree with the use of force. John expressed concern for Outlaw’s children, who may have seen the video online.

Outlaw’s wife, Roxboro city council member Shaina Outlaw, stated that her main priority is her husband’s health and well-being.

As of Wednesday, no official complaint has been filed with the sheriff’s office, and no formal investigation has been initiated.

Overall, the incident has sparked debate and raised questions about the use of force by law enforcement in Person County.
