The Idaho Department of Insurance (DOI) has announced that Jeri Ann Kipper, originally from Nampa but currently residing in Meridian, Idaho, has been sentenced for felony insurance fraud in Canyon County on April 30, 2024.

On August 11, 2022, Kipper’s vehicle was involved in a collision in Boise, resulting in front-end damage. The vehicle left the scene without stopping, but a vigilant witness managed to capture a photo of the fleeing vehicle along with its license plate number. Kipper then proceeded to obtain new license plates for her vehicle the following day.

A week later, on August 18, 2022, the Nampa Police Department pulled Kipper over during a routine traffic stop. It was during this stop that the officer’s bodycam footage revealed the damage to the front of Kipper’s vehicle. She was also cited for not having insurance at the time. Following the traffic stop, Kipper promptly purchased insurance from Progressive Insurance.

Fast forward to September 9, 2022, Kipper filed a claim with Progressive Insurance, stating that her vehicle had been hit by an unknown vehicle at a rest stop near New Plymouth, Idaho, on September 8, 2022. She submitted photographs of the damage to the insurance company, claiming it was a recent incident. However, upon closer inspection, it was revealed that the damage had already been present on the vehicle during the Nampa Police Department’s traffic stop.

As a result of her fraudulent actions, Kipper pleaded guilty to one count of insurance fraud. On April 30, 2024, she was sentenced to four years in prison, with two years fixed and two years indeterminate. However, her sentence was suspended in favour of four years of supervised probation. Additionally, she was ordered to serve 30 days in jail, attend a 16-hour Healthy Thinking class, and pay restitution to the DOI. Kipper was also required to pay her public defender £350. The Judge also imposed an additional 50 days of discretionary jail time, which may be enforced by her probation officer in case of any probation violations.

Director Dean Cameron expressed his appreciation for the DOI’s Investigations Division’s diligent work in resolving this case. “It’s actions like these that not only harm individuals but also impact the financial well-being of hard-working Idahoans,” he stated.
