Scott A. Cooper, a 56-year-old transient man, was arrested this week by Bloomington Police Department officers after they were called for a death investigation. He has been preliminarily charged with murder.

Details of the Investigation

Court documents reveal that BPD responded to a call about an unconscious person in a parking lot on S. Liberty Drive. Upon arrival, they found a man with a gunshot wound to the chest, who was later pronounced dead at the scene.

During the investigation, officers discovered a bullet hole in the windshield of a van parked nearby, indicating that the shot was fired from inside the vehicle. They then found Cooper sleeping inside the van, leading to his arrest.

Cooper’s Claims and Confession

During questioning, Cooper allegedly confessed to firing a shot at the victim to scare him away. He claimed that the bullet was not meant to hit the man and that he even checked on him throughout the night, believing he was unharmed.

However, when informed that the victim had died from the gunshot, Cooper reportedly denied the claims and insisted that the body was a mannequin. He also made unfounded claims about national security issues and federal property.

Further Investigation and Charges

Following Cooper’s arrest, BPD obtained search warrants for both the van and another vehicle linked to the victim. Inside the van, they found a gun safe with ammunition and a pistol equipped with a laser sight.

Cooper is currently facing a charge of felony murder and is scheduled for an initial hearing in Monroe County Court. The investigation into the incident is ongoing as detectives gather more evidence.
