The mastermind behind a sophisticated organized retail crime operation that specifically targeted Ulta and Sephora beauty stores across 21 counties, including San Joaquin County, has been apprehended.

The elaborate scheme involved the illicit trafficking of approximately $8 million worth of stolen beauty products.

Illegal Activities

According to reports, the alleged ringleader of the criminal enterprise recruited individuals to steal merchandise from Ulta Beauty outlets and other retail establishments. These stolen cosmetic items were then sold at heavily discounted prices through the ringleader’s Amazon storefront.

A total of nine individuals have been charged in connection with the criminal activities, including three identified as “fences” who engaged in illegal resale, and six who were involved in the actual thefts at various stores. It is alleged that some of these crimes extended as far as the East Coast of the United States.

Law Enforcement Collaboration

California Highway Patrol (CHP), along with California Attorney General Rob Bonta and federal law enforcement agencies, recently announced the arrest of the ringleader and the filing of charges against the perpetrators.

This development marks the conclusion of a comprehensive investigation that involved collaboration between CHP, California Department of Justice, Department of Homeland Security, U.S. Postal Inspection Service, Ulta’s Loss Prevention Organized Retail Crime team, and Sephora Representatives.

Success of the Investigation

Since the establishment of the Organized Retail Crime Task Force (ORCTF) in 2019, CHP has been actively involved in over 2,300 investigations, leading to the arrest of more than 2,200 suspects and the recovery of stolen goods valued at $41.7 million.

CHP Commissioner Sean Duryee attributed the success of the recent investigation to the collaborative efforts of various Organized Retail Crime Task Force teams, retailers, and law enforcement agencies. He emphasized the increased efficiency and effectiveness in combating organized retail crime through such partnerships.

Joint Operations

In August 2023, federal investigators requested the assistance of CHP’s ORCTF in an ongoing investigation, given the complexity and scale of the criminal operation. In December, simultaneous search warrants were executed in Southern California, leading to the apprehension of the suspects.

The charges brought by the California DOJ include Organized Retail Theft, Conspiracy, Receipt of Stolen Property, and multiple counts of Grand Theft.

Geographical Scope

The retail thefts occurred across a wide range of counties in California, including Alameda, Placer, Kern, Contra Costa, Orange, Los Angeles, Santa Clara, San Diego, Sacramento, San Mateo, Solano, Riverside, San Joaquin, Stanislaus, Napa, Marin, Tulare, San Bernardino, Sonoma, Ventura, and Yolo.
