FRANKLIN COUNTY — The Kansas Bureau of Investigation (KBI) and the Franklin County Sheriff’s Office have apprehended a man in connection with the tragic death of his newborn son. On Wednesday evening, around 6:30 p.m., KBI agents and deputies conducted a traffic stop near Highway 59 and Clark Road, north of Richmond, resulting in the arrest of 24-year-old Jason P. Marnell from Richmond, Kansas. The arrest was made based on a warrant for first-degree murder and abuse of a child, as stated in a press release issued by the KBI.

The incident came to light on January 14, when Franklin County sheriff’s deputies responded to a distress call at 304 E. Central Street in Richmond at approximately 10:30 a.m. Upon arrival, they discovered an unresponsive infant and immediately initiated life-saving measures. The baby, later identified as 1-month-old Waylon S. Marnell, was then rushed to an Ottawa hospital for further medical intervention.

Due to the critical condition of the infant, Waylon was subsequently transferred to Children’s Mercy Hospital in Kansas City. Recognizing the severity of the situation, the KBI was summoned to assist in the investigation on January 17. Tragically, on January 28, Waylon was removed from life-support and succumbed to his injuries at around 3 p.m.

The diligent investigation carried out by the KBI agents and Franklin County deputies has led them to believe that Jason P. Marnell is responsible for the injuries that ultimately led to the death of Waylon. Consequently, Marnell was immediately taken into custody and booked into the Franklin County Jail.
