The Polk County Sheriff’s Office in Lakeland, Florida, has announced the arrest of dozens of individuals involved in a three-year drug trafficking investigation. The investigation revealed that a family was using bait and motorcycle shops as a front for their illegal activities, including drug trafficking and money laundering.

According to authorities, the Rooske drug trafficking organization operated the Rooske Bait and Tackle Shop and Rooske Motorcycle Parts and Accessories as a cover for their criminal activities. Sheriff Grady Judd described the organization as a “family business” where the illegal drug trade was conducted behind the scenes while projecting a wholesome facade to the public.

The leader of the organization, Hector Baez Torres, 43, along with his wife, Pilar Rivera, and their daughter, Jeimylee Baez Rivera, were identified as key figures in the operation. Torres’s “right-hand man,” 24-year-old Miguel Castro Rivera, was also arrested in connection with the drug ring.

Suppliers and Seizures

Two suppliers of illegal drugs to the Rooske organization were identified as 26-year-old Wilfredo Feliciano Velez and 59-year-old Casimiro Bidot Del Valle. Velez was apprehended while delivering three kilograms of cocaine to Torres, while Del Valle was arrested at his residence during a search warrant execution.

During the search warrants conducted on June 20, authorities seized a significant amount of illegal substances, including 742.14 grams of fentanyl, 3,585.42 grams of cocaine, 13.08 grams of methamphetamine, 57 grams of oxycodone, and 228.69 grams of marijuana. The total street value of the seized drugs is estimated to be $475,348.60.

Assets Seized

In addition to the illegal drugs, law enforcement also confiscated over $604,000 in assets linked to the drug trafficking organization. This included cash amounting to more than $12,270, five vehicles valued at $154,000, two personal watercraft valued at $15,000, dirt bikes and off-road vehicles worth $40,000, an enclosed trailer worth $4,000, merchandise from the bait shop worth $35,000, merchandise from the motorcycle shop worth $55,000, bank accounts containing $40,000, liens on Torres’s home totaling $200,000, and other items such as jewellery, firearms, and designer apparel valued at $67,500.

When combined with the seized illegal drugs, the total impact on the Rooske Drug Trafficking Organization amounted to $1,080,118.60.

Number of Arrests

A total of 64 individuals have been arrested in connection with the drug trafficking ring. The investigation, which began in January 2021, was a collaborative effort involving the Polk County Sheriff’s Office, the Florida Department of Law Enforcement, and the Attorney General’s Office of Statewide Prosecution, led by Ashley Moody.

With the arrests made and the assets seized, law enforcement authorities have dealt a significant blow to the operations of the Rooske Drug Trafficking Organization in Lakeland, Florida.
