UTICA — A tragic incident unfolded in Utica, upstate New York, as a police officer fatally shot a 13-year-old boy who was fleeing with a firearm that appeared to be real, authorities revealed on Saturday.

Utica Police Chief Mark Williams disclosed that the shooting took place on Friday night after officers stopped two youths in the city, located approximately 240 miles northwest of Manhattan, a little after 10:00 p.m.

During a press conference at Utica City Hall, Chief Williams explained that one of the youths attempted to escape on foot and pointed what seemed to be a handgun at the officers.

Amidst a ground struggle, one of the officers fired a single shot at the teenager, hitting him in the chest. The officers immediately administered first aid to the boy and rushed him to Wynn Hospital, where he tragically succumbed to his injuries.

The victim was identified as Nyah Mway, a 13-year-old Karen refugee born in Myanmar and an 8th-grader at Donovan Middle School, confirmed Lieutenant Michael Curley, a spokesperson for the department.

Utica, a city with a population of over 65,000 residents situated along the Mohawk River, is home to more than 4,200 individuals from Myanmar, according to The Center, a nonprofit organization that aids in resettling refugees.

Karens, an ethnic minority group, are among those who have been in conflict with the military rulers of Myanmar. The military overthrew the elected government of Aung San Suu Kyi in 2021 and suppressed widespread nonviolent protests striving for a return to democratic governance.

Kathleen Davis, the interim superintendent of the Utica City School District, expressed condolences to the victim’s family in a statement posted online, conveying profound sadness over the tragic loss.

Investigation Details

Chief Williams refrained from divulging further details about the circumstances leading to the stop and subsequent shooting, citing that it will be part of the ongoing investigation.

Officers recovered a replica of a GLOCK 17 Gen 5 handgun with a detachable magazine at the scene, as per Lieutenant Curley. However, the weapon only fires pellets or BBs despite its realistic appearance.

In the forthcoming days, the department plans to release a comprehensive report on the incident along with the full body camera footage from the involved officers. The identity of the officer who discharged the fatal shot has not been disclosed publicly.

Community Response and Transparency

At Utica City Hall, emotions ran high as community members reacted to the tragic event. Mayor Michael Galime assured transparency in the investigation and announced private meetings with the victim’s family and other community representatives.

The Office of the New York State Attorney General will spearhead the investigation to ascertain the justifiability of the shooting. Additionally, the police department will conduct an internal inquiry to assess adherence to protocols and training by the officers involved.

The officers implicated in the incident will be placed on administrative leave with pay, adhering to standard procedure. Chief Williams acknowledged the presence of a video circulating on social media but cautioned that it may not present the complete picture of the incident.

“I extend my heartfelt condolences to the family of the deceased during this challenging time,” expressed Chief Williams. “This is a tragic and distressing event for all parties involved.”
