Man Arrested for Fleeing Police and Barricading Himself in House

In Salisbury, a man from Rowan County has been taken into custody after allegedly evading a police stop for a seatbelt violation and then barricading himself inside his residence.

The incident unfolded around 2:30 p.m. on Monday when two deputies observed a white Ford Ranger passing them on Goldfish Road with both occupants not wearing seatbelts, according to Captain Mark McDaniel, the public information officer for the Rowan County Sheriff’s Office. The deputies tried to intercept the truck, which turned right onto Moose Road without halting at a stop sign.

Upon activating their lights and siren to pull over the Ranger on Moose Road, the driver accelerated and continued driving. The truck then made a left turn onto China Grove Road, where it allegedly attempted to provoke the deputies by braking suddenly multiple times. Subsequently, the vehicle turned left onto Echerd Street, entered a driveway on the 2500 block of Glenwood Street, and collided with a parked trailer, as per McDaniel.

The driver abruptly exited the vehicle and fled on foot, while the passenger complied with the deputies’ instructions and stayed put. Law enforcement officers pursued the driver through nearby woodland with the assistance of a K9 unit but lost track of him eventually, McDaniel added.

Later in the day, deputies received intelligence that the driver, identified as 21-year-old Jeremiah James Phifer, had returned to his home on Glenwood Avenue, McDaniel noted. Deputies returned to the property, surrounded it, and demanded all occupants to exit.

A relative of Phifer emerged from the building and disclosed that Phifer was inside, McDaniel stated. Prior information also suggested that Phifer might be armed. Despite repeated orders to surrender, Phifer refused to comply and remained indoors.

Subsequently, Phifer approached an external door and was apprehended by deputies around 7:30 p.m.

Phifer faces charges of felony fleeing to elude and misdemeanor resisting, obstructing, or delaying an officer. Additionally, he was served with warrants for misdemeanor simple affray and felony possession of a stolen motor vehicle. Due to the Pre-Trial Integrity Act, Magistrate Sean Reid denied him bail, and he was remanded to the Rowan County Detention Center.
