SALISBURY – A man from Rowan County has been arrested following allegations that he fled from the police after a traffic stop for a seat belt violation, then barricaded himself inside his residence.

The incident unfolded at approximately 2:30 p.m. on Monday when two deputies spotted a white Ford Ranger travelling on Goldfish Road, with both the driver and passenger not wearing seat belts, according to Capt. Mark McDaniel, public information officer for the Rowan County Sheriff’s Office. The deputies, in a patrol vehicle, attempted to catch up with the truck, which turned right onto Moose Road without stopping at a stop sign.

The deputies tried to pull over the Ranger on Moose Road using lights and sirens, but the truck accelerated and continued driving, said McDaniel. The truck then turned left onto China Grove Road, where it allegedly attempted to ram into the deputies’ vehicle several times. Subsequently, the vehicle made a left turn onto Echerd Street, eventually entering a driveway in the 2500 block of Glenwood Street and colliding with a parked trailer, McDaniel explained.

The driver reportedly leapt out of the vehicle and fled on foot, while the passenger complied with the deputies’ instructions and stayed put. Law enforcement officers pursued the driver through nearby woods with the assistance of a K9 unit, but unfortunately lost track of him, as per McDaniel.

Later in the day, deputies received information that the driver, identified as 21-year-old Jeremiah James Phifer, had returned to the residence in the 2500 block of Glenwood Avenue, McDaniel disclosed. Deputies returned to the property, surrounded it, and ordered all occupants to vacate the premises.

A relative of Phifer emerged from the building and informed the deputies that Phifer was inside the house, McDaniel stated. Prior to this, deputies had received intelligence suggesting that Phifer might be armed with a firearm. Despite repeated commands from the deputies for Phifer to surrender, he allegedly refused to comply.

Phifer eventually made his way to an external door and was apprehended by deputies at approximately 7:30 p.m.

Phifer was charged with felony evading arrest and misdemeanor resisting, obstructing, or delaying an officer. Additionally, he was issued warrants for misdemeanor and criminal possession of a stolen motor vehicle. Phifer was remanded to the Rowan County Detention Center and was denied bail by Magistrate Sean Reid under the Pretrial Integrity Act.
