The incident took place at the intersection of Broadway and Lawrence Street, where three separate 911 calls reported a person standing in the intersection with a knife. Witnesses stated that Tapia was making alarming statements to passing cars, prompting police response.

When Tapia produced the knife from a bag, the officers deployed Tasers in an attempt to stop them. However, Tapia continued to advance towards the officers, prompting the use of lethal force.
