Accident – Death – Obituary News : The Santa Monica Police Department (SMPD) has issued a formal statement regarding the disturbing incident that occurred on Monday morning on the 1300 block of the beach, in close proximity to Lifeguard Tower 13.

Upon receiving a distress call, SMPD officers swiftly responded to reports of a male individual assaulting multiple victims on the beach, just north of the pier. The assailant, later identified as Jawann Dwayne Garnett from Los Angeles, targeted a 17-year-old girl who was peacefully relaxing on the sandy shores near Lifeguard Tower 13, viciously striking and strangling her. It has been confirmed that Garnett is currently experiencing homelessness.

During the attack, a brave 25-year-old female bystander, also homeless, courageously intervened to protect the young victim. However, she herself fell victim to Garnett’s violent outburst as he punched her and viciously bit her ear. Subsequently, Garnett proceeded to target an elderly female in her 70s who was taking a leisurely stroll along the waterline. He forcibly pulled her into the ocean and callously held her underwater in a shocking display of brutality.

Fortunately, lifeguards and law enforcement officers arrived promptly at the scene, managing to swiftly apprehend Garnett and halt his relentless assault. The teenage victim was promptly transported to a nearby hospital for treatment of moderate injuries before being discharged. The other two victims received immediate medical attention from lifeguards and fire department personnel at the scene.

In a recent development on Wednesday, June 26, 2024, the District Attorney has formally charged Garnett with the following offences:
• Victim 1 (juvenile):
664/187(a) PC – attempted murder and 273(a) PC – felony child abuse
• Victim 2 (bystander):
245(a)(4) PC – assault with a deadly weapon likely to produce grievous bodily harm and 220(a)(1) PC – assault with intent to commit rape
• Victim 3 (elderly):
664/187(a) PC – attempted murder and 207(a) PC – kidnapping

Garnett’s criminal record in Los Angeles County includes prior arrests for serious offenses such as assault with intent to commit rape, false imprisonment, assault with a deadly weapon (firearm), domestic violence, theft, trespassing, and failure to register as a sex offender.

Notably, in December 2021, Garnett was arrested by the Los Angeles Police Department in Topanga for attempted forced oral copulation and subsequently convicted for assault with the intent to commit sexual assault. He was placed on probation following the conviction.

SMPD revealed that Garnett is currently on probation for the aforementioned sexual assault conviction and has faced multiple violations of his probation terms. Despite being released on his own recognizance for a probation violation on June 6, 2024, Garnett is due to appear in court on August 5, 2024, for the violation.

Moreover, on June 9, 2024, Garnett was arrested by SMPD for failing to register as a sex offender. While in custody, he was registered as a sex offender in Santa Monica and released with a citation to appear in court. This interaction with SMPD marked their initial encounter with Garnett prior to the shocking beach assault.

Garnett is currently detained on a bail amounting to $1 million.
