Fatal DUI Crash in Volusia County Leads to Arrest of 24-Year-Old Woman

A tragic incident unfolded in Volusia County, Florida, when a 24-year-old woman was arrested by Daytona Beach police for her involvement in a DUI crash that resulted in the death of a pedestrian visiting the area for the Rolex 24 event.

Starlett Tabares, the accused, now faces charges of vehicular homicide and DUI causing death following the fatal collision on January 27. The incident took place early in the morning at the intersection of Seabreeze Boulevard and North Oleander Avenue, where the victim, identified as Mark Edward Fleetwood, 58, from Michigan, was fatally struck by Tabares’ 2020 Kia Rio while crossing the street in a marked crosswalk.

Evidence from Tabares’ arrest affidavit indicates that the pedestrian was hit by the vehicle around 3:05 a.m. and was pronounced dead by Volusia County EMS at 3:11 a.m. Despite initial observations suggesting that Tabares had a green light at the time of the collision, further investigations revealed alarming details.

Following the crash, Tabares refused to undergo a blood test for alcohol content, prompting authorities to obtain a warrant for the test within three hours of the incident. The results showed a blood-alcohol content level of 0.116 + 0.005 g/100 mL, significantly exceeding the legal limit in Florida.

Further analysis of the situation revealed that the Kia Rio had been accelerating to 57 mph in a 30 mph zone just moments before the collision, with no evidence of Tabares applying the brakes. These findings raised serious concerns about the circumstances leading to the tragic outcome.

Tabares was taken into custody on June 15 and posted a bond of $50,000, which was approved the following day. Her arraignment is scheduled for July 16, where she will face the charges brought against her in connection with the fatal DUI crash.
