Authorities in Houston, Texas have filed charges against two suspects in connection with the death of a young girl found at 400 West Rankin Road earlier this week. The suspects, identified as Johan Jose Martinez-Rangel, 22, and Franklin Pena, 26, are facing capital murder charges in the 232nd State District Court. The victim has been identified as 12-year-old Jocelyn Nungaray.
According to reports from the HPD Homicide Division, officers responded to a report of a person down at the specified address and discovered the body of a female in a shallow creek. The victim was pronounced dead at the scene, and investigators suspected foul play.
Following an investigation by the Harris County Institute of Forensic Sciences, Ms. Nungaray was identified as the victim, with the cause of death determined to be strangulation. Through a preliminary inquiry and evidence collected at the scene, two male individuals were identified as persons of interest. Surveillance photos of the suspects were released to the public on Tuesday.
Subsequent enquiries and tips from witnesses led to the identification of Martinez-Rangel and Pena as the suspects. On Thursday, officers from the HPD Northbelt Patrol Division Crime Suppression Team, SWAT team, and the Gang and Homicide Divisions located the two men at an apartment complex in the 13300 block of Northborough Drive. Both suspects were apprehended without any resistance.
The Harris County District Attorney’s Office was notified of the developments, and Martinez-Rangel and Pena were formally charged for their alleged involvement in the incident.
