The victim, identified as David Kenneth Brown of Manning, was pulled from the waters of Walton Beach, prompting a swift response from emergency services.

According to Oregon State Police, the distressing event was reported around 5:30 p.m. when bystanders spotted Brown in need of urgent medical attention. CPR efforts were initiated by the quick-thinking onlookers before professional assistance arrived on the scene.
