Accident – Death – Obituary News : Police in Houston, Texas, have released mugshots of two men suspected of the brutal murder of a 12-year-old girl, Jocelyn Nungaray. Johan Jose Rangel Martinez, 21, and Franklin Jose Pena Ramos, 26, have been charged with capital murder in connection with the young girl’s death. According to officials from ICE, both Martinez and Ramos are Venezuelan nationals who entered the United States illegally. Martinez was apprehended near El Paso on March 14, while Pena was taken into custody two months later in the same area. Despite being in the country unlawfully, both men were released on their own recognizance with notices to appear.
The Houston Police Department revealed that Jocelyn Nungaray was strangled to death, and the suspects allegedly lured her under a bridge, where they spent two hours with her. They then proceeded to remove her pants, tie her up, and ultimately kill her before disposing of her body in a creek.
Surveillance footage helped authorities track down Martinez and Pena to an apartment complex on Northborough Drive, where they were arrested. One of the suspects reportedly attempted to flee by jumping off a balcony but was swiftly apprehended by law enforcement.
Acting HPD Chief Larry Satterwhite expressed the mother’s devastation at the loss of her daughter, stating, “Her little girl is gone.” The suspects had encountered Jocelyn on the street before visiting a convenience store and heading towards the bridge where the crime took place.
Following their arrests, U.S. Immigration and Customs Enforcement reopened an investigation into Martinez and Pena. Houston Mayor John Whitmire emphasized the importance of the justice system holding the suspects accountable and ensuring they face the consequences of their actions.
