The owner of a cafe located on Hanoi’s famous train street has been fined 7.5 million Vietnam dongs (S$398) for allowing a foreign tourist to pose for a photograph on the rail track as a train was approaching. The incident took place at No.5 Tran Phu Street in Hang Bong Ward.

Hoan Kiem District Police took action against the 61-year-old cafe owner for operating without a registration license and for permitting customers to engage in behaviour that put their safety at risk.

A video that went viral on Facebook on June 18 captured the moment when a woman ventured onto the tracks to take a photo, oblivious to the oncoming train. Fortunately, a quick-thinking man rushed to push her to safety, who was later identified as the cafe owner himself.

As a result of this incident, the Hoan Kiem District People’s Committee has instructed the relevant authorities to increase inspections and enforce strict measures against any businesses that violate railway traffic safety regulations.

Ensuring Railway Traffic Safety

The Hoan Kiem District Police have been directed to enhance their presence in the area to prevent tourists from engaging in activities such as eating, drinking, filming, and taking photos within the railway traffic safety corridor. It is crucial to take proactive measures to prevent dangerous actions that could disrupt railway operations.

Coordination with the railway sector to set up checkpoints and ensure railway traffic safety is also emphasised in order to maintain order and safety along the railway corridor.

Strengthening Public Awareness

Hoan Kiem District has urged the wards and relevant authorities to intensify efforts in educating the public about laws related to railway traffic order and safety. The focus should be on raising awareness about prohibited behaviours according to the Railway Law.

Furthermore, the installation of more barriers and warning signs, along with the deployment of additional personnel to monitor and address urban order and safety violations within the railway corridor, is essential. Any violations should be dealt with firmly to ensure the safety of all individuals in the area.

By taking these measures, the authorities aim to safeguard the well-being of both locals and tourists who visit Hanoi’s train street, ensuring a safe and enjoyable experience for everyone.
