OAKLAND — Sammie Brown, a 31-year-old man from Stockton, has agreed to a voluntary manslaughter conviction and a 16-year prison sentence in connection with the killing of his sister’s boyfriend and the shooting of a family dog, according to court records.

The plea deal with Alameda County prosecutors saw Brown pleading no contest to voluntary manslaughter in the death of 23-year-old Karongie Louis Bell. Brown is scheduled to be formally sentenced on June 24 to a 16-year prison term.

Originally charged with murder and animal cruelty, those charges were dropped as part of the plea agreement. The incident occurred on August 27, 2020, when Bell reportedly challenged Brown to a physical altercation on the 1100 block of 76th Avenue. Brown responded by pulling out a gun and firing at Bell.

During the preliminary hearing, Brown’s lawyer argued that the killing stemmed from Bell’s history of domestic violence towards Brown’s family member. Earlier in the day, Brown’s sister had contacted Bell, accusing him of assaulting her. This information was revealed in testimony during the hearing.

According to police reports, Brown claimed that Bell was armed with a pistol equipped with an extended magazine. However, no other witnesses mentioned seeing a weapon in Bell’s possession. Brown also stated to law enforcement that he did not intend to harm the family dog during the incident.

Court records indicate that Brown has been in custody since September 2020, when he was identified as a suspect and subsequently arrested.
