Authorities in Arlington have revealed that the man who tragically passed away earlier this month after being shot by officers at a local park may have been using a tracking device to follow a woman who was involved in the incident, according to police reports.
The incident took place shortly after 10:30 p.m. on June 9 at F.J. “Red” Kane Park, located near the intersection of Hardisty Drive and South Cooper Street. Police were responding to a report of a domestic disturbance involving a 40-year-old woman and her ex-partner, identified as 42-year-old Shannon Boyd.
According to police statements, a friend of the woman called 911 to report that Boyd was allegedly following her. The friend and the woman were in a parking lot at the park when Boyd arrived and instructed the friend to leave. The friend then called 911 while leaving the park.
As officers were getting out of their patrol vehicles, Boyd reportedly fired three shots from a handgun at the woman. In response, three officers at the scene fired at Boyd, injuring him. Boyd was later pronounced dead at a hospital, while the woman, who was also struck by gunfire, was taken to the hospital and is expected to survive.
Police investigations revealed that Boyd and the woman had separated a few months prior to the shooting. A week before the incident, the woman had filed a police report in Allen, accusing Boyd of following her to a movie theater and assaulting her.
Three hours before the shooting, the woman had called 911 to report that Boyd had threatened her with a gun outside a restaurant in Arlington. Investigators were in the process of obtaining an arrest warrant for Boyd and trying to locate him when the call from the park came in.
Authorities also discovered a tracking device underneath the woman’s car, indicating that Boyd may have been using it to monitor her movements.
No officers were injured during the shooting, and the three officers involved have been placed on administrative leave. The Arlington Police Department is conducting both a criminal investigation into the shooting and an administrative investigation to ensure that department policies and procedures were followed.
In a statement released on Tuesday, police confirmed that dash camera footage from the incident had been reviewed, but due to the sensitive nature of the footage showing the woman being shot, it will not be publicly released in its entirety to avoid re-traumatizing the victim.
