PHOENIX (AZFamily) — A man in Phoenix has been charged with second-degree murder and five other offenses following a tragic incident in which he fled from a domestic violence situation and, in the process, fatally struck a bicyclist in a hit-and-run collision.

The events unfolded on the evening of May 16 when law enforcement officers responded to a residence located near 16th Street and Southern Avenue in response to reports of a domestic violence incident.

Upon arrival, the officers encountered 33-year-old Jamarr Young, who displayed aggressive behavior towards them and made threats of self-harm. Young then proceeded to get into his vehicle and flee the scene, resulting in a collision with a police vehicle.

During the ensuing pursuit, Young’s vehicle struck and fatally injured a bicyclist, identified as Rodrigo Ibarra Palma, who was crossing the road. Young failed to stop at the scene of the collision, leaving the victim in a critical condition.

Investigations revealed that at the time of the incident, Young was driving at a speed of 58 mph in a 40 mph zone. Additionally, his blood alcohol content was measured at 0.138, nearly double the legal limit.

Law enforcement officers managed to locate Young’s vehicle, but due to his reckless driving, the pursuit was deemed too dangerous to continue. Young eventually crashed his car near the I-10 and U.S. 60 interchange and attempted to flee on foot.

However, police apprehended him after a physical altercation, during which Young allegedly assaulted the officers by punching and kicking them. As a result of the scuffle, one officer sustained a broken hand, while another officer suffered multiple cuts and bruises.

At the time of his arrest, it was discovered that Young was already on felony probation following his release from the Arizona Department of Corrections.

Young now faces several charges related to the incident, including:

  • Second-Degree Murder
  • Leaving the Scene of a Fatal Accident
  • Unlawful Flight from Law Enforcement
  • Aggravated Assault (Two counts)
  • Resisting Arrest
  • Domestic Violence Assault

Currently, Young is in custody with a cash-only bond set at $500,000. His trial is scheduled to commence on October 1.
