On the evening of Wednesday, June 12, 2024, law enforcement officers from the Pittsburg Police Department carried out a traffic stop in the 1000 block of E. 10th Street in Pittsburg. The stop was initiated due to traffic violations, and Pittsburg Narcotics Investigators were on hand to assist.

The situation escalated when the front seat passenger, identified as 22-year-old William Tyrone Andre Phillips from Parsons, took control of the vehicle and drove away from the scene. In a dangerous move, Mr. Phillips almost hit officers with the vehicle as he fled. A pursuit ensued, during which Mr. Phillips abandoned the vehicle and attempted to escape on foot. Thanks to a coordinated effort involving officers, concerned citizens, and the department’s K9 unit, Mr. Phillips was apprehended without further incident.

Upon searching the abandoned vehicle, law enforcement officers discovered a significant quantity of suspected counterfeit fentanyl pills and a handgun. Additionally, a box containing more pills believed to have been discarded by Mr. Phillips during the pursuit was located along the route.

The two other occupants of the vehicle, 45-year-old Jermaine Justin Oliver from Fort Scott and 24-year-old Tyreek Tutwiler from Parsons, were found to have outstanding warrants for their arrest. Mr. Oliver had a warrant from Crawford County, Kansas, while Mr. Tutwiler had a warrant from Labette County, Kansas. Both individuals were also found to be in possession of suspected counterfeit fentanyl pills.

As a result of the incident, Mr. Phillips was arrested on multiple charges, including felony flee and elude, aggravated assault on law enforcement officers, distribution of narcotics, possession of narcotics, interference with law enforcement, possession of drug paraphernalia, and driving while a habitual violator. Mr. Tutwiler was arrested for his warrant, as well as charges of distribution of narcotics, possession of narcotics, and possession of drug paraphernalia. Mr. Oliver was arrested for his warrant, as well as charges of distribution of narcotics, possession of narcotics, and possession of drug paraphernalia.

All three suspects were taken to the Crawford County Sheriff’s Office for booking and are currently being held without bond. The total number of suspected fentanyl pills recovered during the incident is estimated to be over 1,000.

It is important to note that Mr. Phillips, Mr. Tutwiler, and Mr. Oliver are innocent until proven guilty in a court of law. The investigation into this incident is ongoing, and anyone with information is encouraged to contact the Pittsburg Police Department.
