Recent Criminal Incidents in Roanoke Valley

Law enforcement agencies in the Roanoke Valley have reported on two separate criminal incidents that occurred recently.

Halifax County Sheriff’s Office

On Friday, Halifax County Sheriff’s Office arrested 34-year-old Rashad Monte Carter in connection with a shooting that took place on April 24 in the Drapers Road area of Enfield.

Captain Scott Hall confirmed that Detective Sergeant T. Byers obtained warrants for Carter on charges of felony possession of a firearm by a felon, felony discharging a weapon into an occupied vehicle, and misdemeanor assault with a deadly weapon.

According to reports, the shooting incident involved two vehicles on Drapers Road, with the occupants firing shots at each other. Carter was apprehended at his residence without incident by Byers, along with detectives A. Holland and B. Edmondson.

Carter is currently held in the Halifax County Detention Center without the opportunity for bond, as he was already out on bond for a previous crime in another county. His district court date is scheduled for June 27.

Roanoke Rapids Police Department

Chief Shane Guyant of the Roanoke Rapids Police Department reported an incident involving a child under the age of 16 being struck by a vehicle at the intersection of Park Avenue and East Tenth Street on Friday around 1 p.m.

The driver of the vehicle, identified as 30-year-old James Livingston from Roanoke Rapids, initially left the scene. However, witnesses provided a detailed description of the vehicle, which was later located on Colonial Drive with the assistance of Halifax County Sheriff’s Office.

Livingston was arrested and charged by Officer B. Johnson with felony hit and run inflicting injury and failing to yield for a pedestrian. He is currently held in the county detention center without bond due to pending charges from Warren County for unauthorized use of a motor vehicle. His district court appearance is set for June 24.

Fortunately, the child involved in the incident sustained multiple injuries but was released from ECU North later that afternoon.
