ANTIOCH — The Antioch Police Department is grappling with the aftermath of dual scandals involving alleged crimes and racism by its officers, with recent reports revealing that 13 officers have lost their jobs as a result. Emails obtained by city officials show that seven officers were fired in connection to a texting scandal, three were dismissed for alleged criminal activity, and three others resigned ahead of imminent disciplinary action. Additionally, six officers received unpaid suspensions and one was issued a written reprimand. One officer was cleared of any wrongdoing.
However, the disciplinary actions taken by city officials have faced scrutiny, as several officers who were initially targeted for termination successfully appealed their cases through arbitration. An attorney representing the majority of the affected officers has accused the city of failing to adhere to its own disciplinary policies and predicts that some officers may be reinstated with back pay.
Officers Implicated in the Texting Scandal
Law enforcement sources have identified six of the officers who were served notices of intent to be fired over the texting scandal. Among them are Sgt. Josh Evans, who admitted to using racist language in texts to colleagues, and Officer John Ramirez, who made a disturbing offer in a text involving the city’s Black mayor. The other four officers involved were named as Kelly Inabnett, Brayton Milner, Aaron Hughes, and Brock Marcotte. The identity of the seventh officer remains undisclosed.
Antioch Mayor Lamar Thorpe-Hernandez commented on the ongoing situation, stating, “We’re rebuilding the department and are committed to hiring a more diverse group of individuals who do not represent the past issues of racism and corruption.”
The terminated officers have the right to appeal their dismissals and have reportedly sought legal representation. A lawyer representing the Antioch police union has alleged that the city’s attempts to terminate or discipline additional officers were thwarted by arbitrators who found procedural errors in the disciplinary process.
Officers Departing Over Alleged Crimes
In addition to those involved in the texting scandal, six other officers have recently left the Antioch Police Department due to alleged criminal activities. The officers named as Morteza Amiri, Devon Wenger, Eric Rombough, Ben Padilla, Calvin Prieto, and Andrea Rodriguez were implicated in various offences. While details of their departures remain undisclosed, it is known that Wenger, Amiri, and Rombough faced termination letters for federal civil rights violations and violence.
Attorney Michael Rains, representing most of the affected officers, has criticised the city’s disciplinary process and accused the District Attorney of colluding with the mayor in targeting the officers. He expressed confidence that the arbitrators overseeing the appeals process would overturn the disciplinary actions and order the city to pay significant sums in back pay.
Two former officers, Daniel Harris and Samantha Peterson, had previously lost their positions over criminal investigations unrelated to the recent scandals. Harris faced charges related to steroid distribution and resigned in 2022, while Peterson received probation for her involvement in an education pay bump scheme.
Ongoing Fallout and Lawsuits
The scandals within the Antioch Police Department have resulted in numerous legal challenges and lawsuits. The city has allocated funds to identify potentially affected criminal cases, with defence attorneys filing petitions for dismissal under the state’s Racial Justice Act. Multiple federal lawsuits have been filed, alleging misconduct and unfair targeting by Antioch officers.
Despite the turmoil, a recent court case brought some relief for a former Antioch officer. Matthew Nutt, who was dismissed in 2022 for assaulting a handcuffed individual, was acquitted of a misdemeanor assault charge.
