The victim has been identified as 24-year-old James “JD” Lumpkin of Middlesboro. The alleged shooter in this incident has been named as 27-year-old Leslie Sherman Webb, also from Middlesboro. Webb has been taken into custody and charged with manslaughter in the second degree, as per KRS 507.040, which states that a person is guilty of manslaughter in the second degree when they wantonly cause the death of another person.

Lt. Barry Cowan is leading the investigation, with assistance from Investigator Ryan Collins. The investigation is ongoing, and more details are expected to emerge as the case progresses. The shooter, Leslie Sherman Webb, has been lodged in the Bell County Detention Center.
