COLUMBIA, MD — An Owings Mills resident, Delano Draine, has been indicted on 68 charges by a Howard County grand jury for multiple illegal activities, including recording dressing room and upskirt videos of women at a Columbia mall and unlawfully accessing phones belonging to patients and coworkers at a dental office where he was employed.
Howard County police revealed that Draine, 43, was identified as a suspect in December 2023, following a complaint from a 16-year-old female victim who caught him recording her over the door of a dressing room at a clothing store in The Mall in Columbia.
Upon obtaining a search warrant, law enforcement officers discovered numerous upskirt and dressing room videos of at least 11 female victims on Draine’s digital devices. These videos were filmed at various locations across Howard County.
Furthermore, during his time working as a dental assistant at an office in Columbia, Draine allegedly accessed women’s cell phones by secretly recording their passcodes. Subsequently, he used his phone to record the victims’ photos and videos without their consent.
A total of 37 victims have been identified in connection with this case, according to police reports. Draine is currently being held without bond at the Howard County Detention Center.
