An individual from Owings Mills has been formally charged for allegedly capturing and accessing private images and videos of more than 45 women, as per the Howard County State’s Attorney’s Office and Howard County Police Department.
The indictment lists a total of 68 charges against Delano Draine, aged 43, ranging from peeping tom offences to illegal access to computers and visual surveillance.
Draine first came under suspicion when a 16-year-old reported being recorded in a dressing room at The Mall in Columbia in December 2023. Subsequent investigations of Draine’s electronic devices revealed multiple videos of at least 11 females in various locations across Howard County and its surroundings.
Further charges stem from Draine’s employment as a dental assistant, where it is alleged that he illicitly obtained phone passwords of patients and colleagues to access their private photos and videos.
Court records indicate previous criminal charges against Draine, including theft of less than $1,000 in 2017. He is currently detained without bond at the Howard County Detention Center, with an initial court appearance scheduled for June 26 at the Howard County Circuit Court.
