Residents of tents, tarps, sleeping bags, and shopping carts in London’s Old East Village were either reclaimed by their owners or removed by City of London crews. The crackdown on the encampments began at 7:30 a.m. on Monday, targeting the primary encampment at Dundas Street and Lyle Street.
Ward four Coun. Susan Stevenson defended the action, stating that maintaining property standards on the street is crucial for the city’s overall well-being. She emphasised the importance of upholding cleanliness and safety in public spaces for all Londoners.
The operation involved a Coordinated Informed Response (CIR) approach, with a team consisting of bylaw enforcement officials, corporate security personnel, and road operations members. London Police Service (LPS) officers and representatives from the homelessness support agency London Cares also joined the effort.
One of the encampment participants, identified as ‘Elizabeth,’ shared her experience with the city officials, who expressed their regret and wished her luck before dismantling the site.

Following the cleanup, most LPS officers and city staff left the area, leaving maintenance workers to carry out grounds maintenance tasks. The city had notified encampment residents in OEV the previous week that they would need to vacate the area for routine cleaning and maintenance, referring to the operation as a ‘rapid closure protocol.’
‘Ted,’ another participant in the encampment, expressed concerns about the restrictions on camping in well-lit public spaces, stating that homeless individuals often feel safer in such locations. He criticised the city’s approach, suggesting that it aims to push the issue of homelessness out of sight.
Coun. Stevenson acknowledged the concerns of both the homeless residents and the surrounding neighbourhoods and businesses. She highlighted ongoing projects like the Hard Rock Hotel and the Bus Rapid Transit line as potential economic opportunities for the area. The city recently allocated $500,000 to the Old East Village Business Improvement Area (BIA) in the latest budget.
Stevenson emphasised the need to prevent the reestablishment of encampments in the area, underlining the importance of sustained investment and commitment to the community’s development.
