The Special Investigations Unit (SIU) has wrapped up its investigation into the arrest of a 27-year-old man by Thunder Bay Police Service officers on February 1, 2024, which resulted in serious injury. The incident took place at a building near Arthur Street East in Thunder Bay, Ontario.

Events Leading to Arrest

On February 1, 2024, at 12:20 p.m., Thunder Bay Police officers responded to a building for complaints of criminal activity. They encountered the Complainant, who attempted to flee when approached by the officers. A conducted energy weapon (CEW) was deployed to subdue the Complainant, who was then taken to a police cruiser. During the arrest, the Complainant smashed his head into the vehicle’s window, resulting in a fracture to his nose. Due to the unavailability of Emergency Medical Services (EMS), the officers transported the Complainant to Thunder Bay Regional Health Center for medical treatment.

Forensic Evidence

The SIU’s investigation included the analysis of CEW deployment data, which showed multiple instances of the weapon being used during the arrest. Additionally, body-worn camera footage provided by the Thunder Bay Police Service captured the events leading up to the Complainant’s arrest and subsequent transport to the hospital.

SIU Director’s Decision

After reviewing all the evidence, SIU Director Joseph Martino concluded that there were no reasonable grounds to believe any officer committed a criminal offence in connection with the man’s arrest and injury. The full Director’s Report, which includes the Incident Narrative, Evidence, Analysis, and Director’s Decision, is available for public access.
