WASHINGTON (AP) — A prominent assassin affiliated with the notorious Sinaloa drug cartel, who goes by the alias “El Nini,” was apprehended by Mexican authorities last autumn and has now been handed over to the United States to confront charges related to drug trafficking, possession of firearms, and intimidation of witnesses, as stated by the Justice Department on Saturday.

Nestor Isidro Pérez Salas, also known as “El Nini,” is identified as a key figure and commander within a group responsible for providing security to the incarcerated drug lord Joaquín “El Chapo” Guzmán’s sons, aiding in their illicit drug operations, according to federal investigators. The sons oversee a faction known as the “little Chapos” or “Chapitos,” which has been pinpointed as a significant source of the potent synthetic opioid fentanyl flooding into the U.S.

The lethal drug fentanyl has been attributed to approximately 70,000 fatal overdoses annually in the United States.

“We allege El Nini was one of the Sinaloa Cartel’s lead sicarios, or assassins, and was responsible for the murder, torture, and kidnapping of rivals and witnesses who threatened the cartel’s criminal drug trafficking enterprise,” U.S. Attorney General Merrick Garland stated in a press release issued on Saturday.

Court records did not list an attorney representing Pérez Salas who could provide a statement on his behalf.

Last year, the Justice Department unveiled a series of charges against cartel leaders, and the U.S. Drug Enforcement Administration put up a $3 million reward for the capture of Pérez Salas, aged 31. He was seized at a fortified property in Culiacan, the capital of Sinaloa state, in November.

His moniker “Nini” is believed to be a nod to a Mexican colloquialism “neither nor,” commonly used to describe individuals who neither engage in employment nor pursue education.

At the time of his arrest, Mike Vigil, former head of international operations for the U.S. Drug Enforcement Administration, labelled him as “a complete psychopath.”

Pérez Salas led a security team known as the Ninis, described in an unsealed indictment last year in New York as “a particularly violent group of security personnel for the Chapitos.” The Ninis underwent military-style training in various combat techniques, including urban warfare, special weapons and tactics, and sniper proficiency.

Pérez Salas was involved in the torture of a Mexican federal agent in 2017, as per authorities. He and his cohorts allegedly subjected the man to two hours of torture, which included inserting a corkscrew into his muscles, extracting it, and inserting hot chiles into the wounds.

According to the indictment, the Ninis carried out horrendous acts of violence.

The Ninis would transport captured adversaries to ranches owned by the Chapitos for execution, with some victims being fed — either deceased or alive — to tigers raised by the Chapitos as pets, as outlined in the indictment.
